Pennsylvania contract floor
For covered home-improvement contracts, 73 P.S. § 517.7 generally requires a legible written agreement that includes, among other things:
- The contractor's Home Improvement Contractor registration number
- Signatures and the transaction date
- A street address for the contractor, not only a P.O. box
- Approximate start and completion dates
- A description of the work and materials, changeable only by signed change order
- Down payment and special-order amounts listed separately
- Known subcontractors' names and addresses
- Liability insurance amounts of at least $50,000 for personal injury and $50,000 for property damage
- The Bureau of Consumer Protection number, 1-888-520-6680
- Notice of the three-business-day right to rescind
In 2026 the Pennsylvania Supreme Court agreed with the Attorney General that actual notice of cancellation — including by phone — can be enough under HICPA. Written notice is still the easiest to prove. Emergency-work exceptions exist; ask which rule applies.
