Pennsylvania contract floor

For covered home-improvement contracts, 73 P.S. § 517.7 generally requires a legible written agreement that includes, among other things:

  • The contractor's Home Improvement Contractor registration number
  • Signatures and the transaction date
  • A street address for the contractor, not only a P.O. box
  • Approximate start and completion dates
  • A description of the work and materials, changeable only by signed change order
  • Down payment and special-order amounts listed separately
  • Known subcontractors' names and addresses
  • Liability insurance amounts of at least $50,000 for personal injury and $50,000 for property damage
  • The Bureau of Consumer Protection number, 1-888-520-6680
  • Notice of the three-business-day right to rescind

In 2026 the Pennsylvania Supreme Court agreed with the Attorney General that actual notice of cancellation — including by phone — can be enough under HICPA. Written notice is still the easiest to prove. Emergency-work exceptions exist; ask which rule applies.
